Labour returned in coalition, closing the century with the first woman elected to the office rather than appointed to it.

Clark’s government reversed parts of the 1990s settlement — reintroducing income-related state house rents, a state bank and paid parental leave — while keeping the broad macroeconomic framework of the reforms. It governed for nine years. Her election is a natural end point for this map: the arguments of the 1980s had settled into a new consensus, and Treaty settlements had become routine business of state.
